THE BOB MCDONNELL RECORD: SUPPORTING HOME EDUCATORS

As a member of the House of Delegates and as Attorney General, Bob McDonnell has supported the rights of home educators and their children. He has been a consistent supporter of the Home School Legal Defense Association, Home Educators Association of Virginia, and Organization of Virginia Homeschoolers. As a way to recognize the achievements of homeschool students and their families, McDonnell delivered the Commencement Address at the Richmond Area Homeschool Graduation on Saturday, May 24, 2008

Legislative Accomplishments:

In 2004, Bob McDonnell authored and patroned HB 675 in support of the homeschool alliance. The bill required persons providing home instruction to hold a high school diploma, rather than requiring them to hold a baccalaureate degree, like the current law. Although the bill passed the General Assembly with great support, it was ultimately vetoed by the Governor.

McDonnell co-sponsored legislation in 1999 (HB 1740) to create a tax credit for 85 percent of the costs incurred from home schooling and 100 percent for low-income Virginians. McDonnell co-sponsored similar legislation in 2000 (HB 68, SB 336) and 2001 (HB 1961).

McDonnell co-sponsored legislation in 1995 (HB 1874 to permit local school boards to permit home schooled students to participate in interscholastic athletics.
